The Electricity Inspector is one of five functional positions under the supervision of the Ministry of Energy and Mineral Resources. The main task of the functional position of Electricity Inspector which is mentioned in the Regulation of the Minister of Administrative and Bureaucratic Reform number 37 of 2017 concerning the Functional Position of Electricity Inspector is to supervise electricity business activities which consist of electricity supply business activities and electricity support business activities as mandated Law number 30 of 2007 concerning electricity, Government Regulation number 14 of 2012, Government Regulation number 61 of 2012 and other related regulations. In carrying out these tasks, the role of a competent Electricity Inspector is needed according to the level of his/her position. The competency of the position is measured through a standard of competency for the functional position of the electricity inspector.
Currently the Ministry of Energy and Mineral Resources as the Parents Institutions of Electricity inspectors does not yet have a competency standard for the Functional Positions of the Electricity Inspector. The objectives of this study are to identify the technical capabilities that must be possessed by electricity inspector, to formulate technical competencies and to compile competency standards for functional positions of electricity inspectors.
This study uses a qualitative research method by utilizing primary data from interviews with respondents from electricity inspectors and focus group discussion with Electricity Inspectors, Human Resources Bureaus, and Human Resources Development Agencies for Energy and Mineral Resources. In Addition to primary data, this study also uses secondary data derived from related laws and regulations and other literatures. The approach uses in compiling technical competencies and occupational competency standards for the electricity inspectors, is in accordance with the regulation of the minister of state apparatus utilization and bureaucratic reform number 38 of 2017 concerning competency standards for the position of state civil apparatus, which consist of managerial competence, socio-cultural and technical competence. Each of these competencies is detailed into a level of competence and behavioral indicators as the basis for implementing competency assessments.
Based on the results of this study, the technical capacity of the Electricity Inspector is identified based on the mandate of the supervision carried out in Law Number 30 of 2009 concerning Electricity, Government Regulation Number 14 of 2012 concerning Business Activities of Electricity Supply and Government Regulation Number 62 of 2012 concerning Supporting Electricity Business, as well as Regulation of the Minister of Administrative and Beraucratic Reform Number 37 of 2017 concerning Electricity Inspectors. From this mandate, it can be identified that the technical capabilities that must be possessed by functional officers of the electricity inspector include the ability to inspect power generation s, to inspect electric power transmission installations, to inspect electricity distribution installations, to inspect electric power utilization installations, to supervise the implementation of electricity regulations at electricity support service business entities or business entities utilizing electricity networks for telematics purposes as well as the ability to supervise the implementation of electricity regulations at electricity supply business entities, which are then formulated into technical competencies for functional positions of electricity inspectors, namely inspections at power generation s, inspections electric power transmission installations, inspection of electric power distribution installations, inspection of electric power utilization installations, supervision of the implementation of electricity regulations on the pad a business entity supporting electricity services or a business entity utilizing electricity networks for telematics purposes as well as supervising the implementation of electricity regulations in electricity supply business entities. While the competency level for each level of position is agreed upon as follows: Level 2 for the first level inspector functional position, Level 3 for the junior level functional inspector position, Level 4 for the intermediate level inspector functional position and level 5 for the main inspector functional position. |
