Summary: | This research is based on a phenomenon that emerged at the end of 2019 when the Covid-19 pandemic spread rapidly from China to the rest of the world. Responding to this, on March 14 2020 the Government of the Republic of Indonesia declared this situation a national disaster through the issuance of Presidential Decree No. 11/2020 and Presidential Decree No. 12/2020. Its essence was to limit activities outside the home and implementation of health protocols. Following up on this regulation, the Minister of Energy and Mineral Resources (EMR) has issued a circular to the State Civil Apparatus (SCA) in all EMR Ministry units, including the Bureau of Organization and Business Process (OBP) to carry out daily work from home. This policy is known as Work From Home (WFH). However, this policy has not been fully effective due to several factors, including: readiness and level of adaptation of employees to new ways of working, as well as the level of proficiency in using information technology. This can be seen from the level of achievement of the Bureau of OBP’s performance targets in the first quarter of 2020 decreased 6.05 % compared to the same quarter in 2019. This study used a qualitative method, where primary data was obtained through a questionnaire and secondary data was obtained through a literature study aimed at determining the right components in formulating the ASN performance improvement strategy in working online. The results of the analysis show that the implementation of WFH has been good so far, but additional strategies are needed to achieve the planned performance targets. |
