Summary: | PT CENTRAL PANAMA INDONESIA (PT.CPI) is a major oil and gas company in
Indonesia as one of the largest energy companies in the world. PT.CPI has been the largest
producer of crude oil in Indonesia, which produces approximately 35% of the national
production of its around 300MM barrels of oil per day. In the middle of 2019, cases of theft in
several of PT.CPI's oil well facilities experienced a significant increase; this led to a Loss
Production Opportunity (LPO) of approximately 2,000 BOPD or equal to Rp. 1.3 billion per day.
In line with the LPO reduction program from management, a task force team was formed to
carry out the assessment, analysis and problem solving. Based on the initial assessment, the main
problem is the absence of a system that can quickly identify theft incidents so that security
patrols are always late in anticipating and arresting thieves. Existing safeguards depend only on
exploring the wells of operators and security patrols who visit each oil well facility a maximum
of 6 hours a day by the operator and 8 hours a day by security.
This final project is carried out to analyze the main causes of the increase in theft cases
with the ultimate goal of choosing appropriate, targeted and cost-effective technology to identify
theft cases at production well facilities at PT.CPI quickly and effectively. Internal analysis of the
organization and the external environment is performed to get a big picture of existing conditions
and to collect data and initial information which is then analyzed in an integrated, comprehensive
and conical manner using a fishbone diagram and combined with why tree analysis. The concept
of Value Focus Thinking (VFT) is used for the decision making process that begins with
collecting data from various sources including Subject Master Expert (SME) both in the field and
in the office such as focus group discussions and project team meetings. Then proceed with
determining decision criteria and alternative solutions. In the end the methodology used to
determine the best solution is the Analytic Hierarchy Process (AHP) by quantifying element
criteria and calculating them by Pair Wise Comparison (PWC).
Existing SCADA Enhancement by SMS and Email Well off Alarm Notification is the
best alternative to be selected as technology or technique that could improve response time of
well theft identification in PT.CPI oil well facilities.
