Based on the 1945 State Constitution of the Republic of Indonesia Article 18 states that the Unitary State of the Republic of Indonesia (NKRI) is divided into provincial regions and the provincial areas are divided into districts and cities, etc. Then it was made clear in the same article paragraph 7 that the composition and procedures for the implementation of regional government are regulated in the law. At present, there are two laws and regulations relating to the regional government, namely Law Number 23 of 2014 concerning Regional Government and Minister of Home Affairs Regulation Number 141 of 2017 concerning Affirmation of Regional Boundaries. Based on Law No. 23 of 2014 that the provincial government is given the authority to manage natural resources in the sea in its territory. Where the territory of the provincial government is up to 12 nautical miles drawn perpendicular to the coastline of a province. The method used in this study is the equivalent method. The equivalent method is a method that makes two overlapping regions divided in two and have the same area. The equivalent method is obtained by adjusting the median line that was previously obtained by the equidistant method. Adjustments were made to obtain the broad value of the same two sea areas. The results of this study in the form of a map of the sea boundaries of the Bali Strait using the same distance and the same area which confirms the boundaries of the Provinces of East Java and Bali, complete with tables for the calculation of the sea area of East Java and Bali Province. This research can be an alternative for input and consideration in determining regional sea boundaries for local governments. text
