Summary:<b>Abstract :</b><p align=\"justify\">The better solution to slum is not to demolish the housing but to improve the environment. This circumstance will encourage slum residents will gradually better their homes and living conditions, especially when encouraged by security of tenure and access to credit. Then land tenure and the role of government to expand human aspiration at improving environment were seen as essential precondition (Turner, 1975). The one of slum area in Bogor is Babakan Fakultas Area. Government of Bogor tries to apply area arrangement concept to overcome this problem and based on Tribina principle. Nevertheless, because time of preparation plan too short and going to be achieved for preparation of good infrastructure, affect people desired and capability in area arrangement especially in housing development had not accommodate. <br /> <p align=\"justify\">The objective of this research is to analyze people desired and capability in housing development at slum upgrading. The objective aims at identifying people desire and the factors, which encourage people, desire in area arrangement, pattern of housing development and people\'s financial ability at housing development. <br /> <p align=\"justify\">Based on result of analyze, it is shown large part of people want to stay at area study in future, want to make area arrangement at area study and want to possess illegally land and house at Babakan Fakultas. But the people desire is hindered by financial allocation for housing which too small. The solution overcome the problem is making bigger people income with develop the area study potential. Afterwards, it is calculated again to know people prospect on housing development at Babakan Fakultas. Then from calculation result, shows the peoples should leases and having house. It is suppose to for pushing a having and maintenance fell, one of solution is giving the other land tenure to people like rights of building use (HGB) or rights of land use (HP).
