<b>Abstract:<p align=\"justify\"> <br /> In terms of availability, the water resources of the Ciliwung-Cisadane River Basin, that covers three administrative regions, namely Kabupaten Bogor, Kabupaten Tangerang, and DKI Jakarta, is presentely in critical condition.<p align=\"justify\"> <br /> In view of the problems that arises due to the said critical conditions, a study has been undertaken to address the following issues:<p align=\"justify\"> <br /> 1. How is the condition of the water resources in the Ciliwung-Cisadane River Basin, in terms of availability and quality? <br /> 2. How has the needs for water use for various purposes has developed in the regions whose water supply are highly dependent upon the conditions of the water resources of the river basin? <br /> 3. How have the water resources allocation in the regions of the river basin been done in catering for the needs? <br /> 4. What problems arc observed concerning the supply and demand for raw water in the regions of the river basin? <br /> 5. With reference to the problems refered to in point (4), where should efforts be directed to remedy the observed critical water supply situation of the river basin, and to prevent the sustainability of water supply to the corresponding regions?<p align=\"justify\"> <br /> The study that was undertaken leads to the following conclusions:<p align=\"justify\"> <br /> 1. The regions covered by the river basin is observed to experience defisits in fulfilling the demand for water needs, partly due to the water resources allocation pattern, but mainly due the deterioration of the upstream water catchment area because of deforestation. <br /> 2. Due to the water deficit, presently DKI Jakarta, Kabupaten Tangerang, and Kabupaten Bogor are experiencing raw water suply shortage for their water treatment plants that have to <br /> provide the needs for water for urban households, industry and commercial activities. Aside from the limited capacity of the raw water supply, the degrading quality of the raw water also pose additional supply constraints. Because of the constraint supply from Ciliwung and Cisadane, DKI Jakarta and Kabupaten Bogor are forced to get their raw water supply from other sources beyond the Ciliwung-Cisadane River Basin, namely from Citarum River. <br /> 3. The deforestation that leads to the decrease in catchment area of the Ciliwung-Cisadane River Basin is triggered by the land use changes, whereby forest areas are turned into agricultural land, real estate housing complexes and other housing settlements, as well as industry. <br /> 4. The degrading quality of the Ciliwung and Cisadane waters are due to the rapid development of the above mentioned industrial and housing complexes, many of them are not practicing appropriate wastes water treatments; in fact the majority are dumping their wastes directly to the river without any treatment. <br /> 5. Current habits of excessive water usage and the attitude of the public towards the value of water needs to be changed, so that inefficient and conflicts in water use amongst the household, industry and agriculture sectors can be better resolved. <br /> 6. The awareness and compliance to law and regulations related to water management to secure the sustainability and to prevent the pollution of water resources need to be improved through better law enforcement practices and a set of programs and initiatives. <br /> 7. A set of major efforts are considered urgently necessary to be taken to remedy the observed critical condition of the Ciliwung-Cisadane River Basin and to prevent to trend towards continued degradation in the quality and availability of raw water in the river basin: <br /> a. In the effort of establishing better management and securing the sustainability of water resources of the river basin, it is imperative that all existing spatial planning have to be abided; <br /> b. Establishment of a national level agency that spacifically deal with water resources, thereby participative approaches and better coordination in cross-sectoral and inter-regional planning, development and management of water resources can be realised. <br /> c. Formulation of a framework on the right for water use and a set of regulatory instruments concerning fees, taxation and levis on water use and the release of waste water into rivers, and the corresponding laws and regulations, as well as in carrying out consistently the necessary law enforcement procedures and practices.
