At present, for commercial purpose INMARSAT and ACeS have provided a commercial telecommunication on vessels, but the price for these kinds of services are still to high for the most passengers. With the new regulatory provisions from ITU that enable earth stations located on board vessels (ESV) to operate in the fixed-satellite service bands (FSS), give an opportunity to telecommunication operators to deploy an integrated telecommunication service on vessel with an achievable low price.<p align=\"justify\"> <br /> The objective of the study was to engineer a commercial maritime communication system, which will provide kiosk with voice and Internet service base on VoIP technology. The RF subsystem will use a VSAT with auto-track antenna. To connect to PSTN, a gateway is placed in SPU Cibinong as a HUB station of this system. Because this system increase a risk of harmful interference to radio-relay systems (FSR), therefore, determination of the area within which the operation of ESVs should be coordinated when they are on ships operating within a certain distance from shore is necessary. A link budget calculation base on Crane-Global model and ITU-R 2001 model is performed. After technically optimum, the system is then analyzed economically.<p align=\"justify\"> <br /> For 10 active ESVs on a pier, which is a worst case condition, the system will not cause an unacceptable interference when operating at least 98 km far from nearest FSR. With Rp. 6850,-/minute for voice service and Rp. 250,-/minute for Internet service, it will yield 60 % IRR and 1 year 7 months payback period which is strong enough for fluctuation in economic condition. text |
