Summary:<b>Abstract :</b><p align=\"justify\">The growth of productivity is influenced by infrastructure readiness, as physical infrastructure, economy and technology. Stronger infrastructure will make powerful industrial structure so that it makes more endurance to unsafe conditions. The strong readiness infrastructure has been only build by people with strong quality (excellent). The influenced of human develepoment policy like what increases industrial structure endurance. <br /> <p align=\"justify\">The people with high degree of resources will make transformation or acquisition more conductive too. This have given impact to the growth of productivity, because of people with strong quality can open access to groups of international to knowledge and technology that have facilitated the habit of superior production. <br /> <p align=\"justify\">Generally developing countries have not had powerful base to the research and development ,(R & D), and just depend on technology knowledge of industrial countries. So that productivity depend on their efforts to make acquisition technology which developed by industrial countries. A point of view said that human development is an important `channel\' for technology transfer and to create technology that ease a country to achieve quickly productivity growth. <br /> <p align=\"justify\">The research in this paper shows the differences between developing countries and industrial countries of transitional dynamics in the acquisition or in the creating of technology will make different pattern in the increasing of countries total factor productivity (TFP) growth. The condition of transitional dynamics is generated by factor of human development. And this fact is shown by the result of this research is significant differences between developing countries and industrial countries in key sectors and long run growth of TFP. The developing countries key sectors consist of manufacture (+), natural product (+), utilities (-), and service {+), but the long run growth of TFP did not affected the growth of TFP. While the key sector for industrial countries is only utilities sector (-) and the long run growth of \'FIT affected the growth of TFP. Generally, it can say that human development factor give `effect\' to developing countries.
