Summary:Unmanned Aerial System (UAS) is a technology that is developing in the world of aviation, the development of UAS is predicted that the commercial UAS market quantification will be worth $ 127 Billion in 2020 to $ 1.5 Trillion in 2040. However, the reality in the field of UAS operation is not yet optimal. , there is no commercial operation of UAS Kargo in the world, including Indonesia. The approach is carried out with several methodologies. First, regulatory issues are analyzed using a qualitative approach, there are interviews with DKPPU and observations through related seminars. After that, analysis of operations with the literature study method to obtain the needs and operating patterns of the logistics UAS which will be divided into cargo drones and delivery drones according to their needs. Then the security analysis uses ISO 31000 on risk management to determine the risk management of UAS operations. After carrying out the analysis, it is then poured into a case study of UAS operation in West Java. The operating concept makes Husein Sastranegara Airport in Bandung the main hub for drone cargo and four airports across West Java as the destination of cargo drones as well as a hub for drone delivery. This modeling aims to obtain the value of operating costs and the investment costs of the operating concept. From the results of the case study analysis, conclusions and suggestions were obtained for related UAS stakeholders, including regulators, operators, and manufacturers regarding UAS operations and to produce the cost structure needed for investment and operation of Cargo Unmanned Aircraft in West Java.
