Summary: | Strengthening infrastructure is one of Indonesia's RPJMN agendas, however it is facing problems such as limited funds and other problems related to traditional procurement. Public Private Partnerships (PPP) is one of the solutions to the problems above, however until now the implementation of PPP in health infrastructure, especially hospitals, has not been successful in Indonesia. This final project aims to examine the causes of the unsuccessful implementation of hospital PPP in Indonesia. The study was carried out by studying PPP-related regulations in Indonesia in general and in the health sector, studying the development of hospital PPP implementation based on international experience and comparing it with the development and implementation in Indonesia, studying the PPP concept with the AP scheme for social infrastructure, and studying the causes of cancellation of one of the hospital PPP projects in Indonesia, namely the Krian Hospital PPP project. The results show that there is a misalignments in the meaning, purpose and scope of PPP between the general implementation regulations in Indonesia as regulated in Perpres 38/2015 concerning PPP in infrastructure and its implementation regulations in the health infrastructure sector regulated in Permenkes 40/2018; the stages of developing regulated hospital PPP models in Permenkes 40/2018 do not start from a simple model then gradually become complex, such as international implementation; the existence of hospital PPP models whose complexity is inconsistent so that it can become simple or very complex by involving the private sector in medical services; choosing a complex hospital PPP model with insufficient capacity of the public for this complexity in the Krian PPP project; conflicting regulations regarding hospital management and minimal interaction with the department of health in the chosen hospital PPP model; a framework and application of value for money (VfM) analysis which still focuses on quantitative analysis which value is highly theoretical due to calculation assumptions that are not supported by historical data and statistics because they are not available. |
