Citra Pratama Indonesia (will be called as Company) is executing the well service and work over jobs. One of major component is the rig unit that are used to execute the job. The Company as Production Sharing Contractor must source the rig from third party thru a tender process that is guided by a guidance named Pedoman Tata Kerja-007. To win the tender process, bidder do their best on their commercial to come with their lowest price. The lowest price will be the winner. This is the point where the problem begins. The winner which always the one with lowest price, not always the one with the best performance. This situation led to a poor rig performance both in reliability and safety. This situation led to high cycle time that automatically drove the cost up and even exceeds the approved budget. This final project is intended to analyze and identify the root causes of this poor rig performance, find an alternative solution on selecting the rig and develop a doable implementation plan to anticipate the transition of Production Sharing Contract scheme to a Gross Production Split scheme with Pertamina in August 2021. A conceptual framework was developed to structure the project flow. It consist of problem identification which is a high Non Productive Time due to low rig reliability, a Root Cause Analysis to understand the root causes which are the contractor financial issue and contractor management support, the goal which is the reliable operation and the method to achieve the target by using one of Multi Decision Criteria Making called Analytic Hierarchy Process (AHP). The project used the AHP to assist decision making process that involving multi criteria and multi decision makers. Started with developed the AHP model based on the feedback from key stakeholder, then continue with the calculation to derive the priority for the defined criteria based on the key stakeholders’ judgement thru a questionnaire. Then, the available alternatives were compared relative to each defined criterion to make the final decision. The Contractor A selected as the best Total Cost of Ownership (TCO) even with higher Operating Daily Rate (ODR) compare to Contractor C. Contractor B selected as the second lowest TCO and Contractor C as the highest TCO. It is recommended to use the AHP method as selection method for future rig tender with new operator and to ensure smooth transition, a detail implementation plan is developed. text |
