The concept of TOD is not a "one-size-fits-all" development, so it requires needs with the area, including the Cultural Heritage Area (KCB) which has special provisions in its development. In Indonesia, the development of the TOD concept in the Cultural Heritage Area is in the Kota Tua Jakarta area. The existence of special provisions in the development of KCB is a problem. Not all TOD principles can be applied to KCB so that a TOD development design concept is needed in the Kota Tua Jakarta area which considers the character of the Cultural Heritage Area. The TOD area design concept is compiled based on a review of the normative principles of TOD and KCB, as well as the potential and problems in the area. This research is a type of exploratory research to seek various kinds of ideas and uses descriptive analysis methods in formulating normative principles, as well as potential and development problems in the area. The design formulation uses the fragmental design method. The research concludes that the TOD concept can be applied to the Kota Tua Jakarta area based on the existing potential in the area, but there are principles for developing TOD in the form of moderate-high intensity directions that cannot be fully applied, as well as building principles with various functions in cultural heritage buildings that need to go through Re-Adaptive use of commercial, educational and entertainment functions. text
