Hospital is an integral part of an entire system of medical service. It is a public goods, which should be custom to meet a people\'s, requirement and not their ability to pay. However, a government\'s financial distress lower the ability of the government to finance the public service that forced the hospital sub sector to be treated as a private goods that privately financed and follow the market mechanism. <br />
Suppose that a health care tariff followed the market mechanism, consequently it would create a group of people that their ability to pay is below the market price hence leads to inequity. As a public goods, a private hospital should remain abide on their social function to achieve equality in favor of the poor and less able. One of the social functions is to arrange tariff policies that induce the cross-subsidized tariff arrangement, yet in so doing it tend to lead the hospital to be financially deficit.<p align=\"justify\"> <br />
The formulation of this research is dealing to such manner, which is: the analysis of in-patient tariff policy on private hospital. The objective is to re-assess some factors that influence the tariffs setting, re-assess the cross-subsidy policy, and analyzing alternative policies which could be referred for decision making in implementing the tariffs policy. <br />
A discussion in this research is categorized as a study on Hospital Management and Public Policy Analysis. Based on the objective and the time horizon, this research is grouped respectively within an exploration study and a cross-sectional study. Bandung\'s private hospitals such as `RS Immanuel\', `RS Santo Yusuf\' and `RS Kebonjati\' are the research object in this study, with the VIP, first class, second class and third class in-patients as the research subject. Research on the tariffs setting is focused on the factor of willingness to pay (WTP) of in-patient tariff and price elasticity of demand.<p align=\"justify\"> <br />
In this research, policy analysis is conducted base on Starling Method (1988), which comprise of 4 elements such as: Problem Identification, Policy Formulation, Adoption and Program Formulation. |
