Summary: | The increasing population in urban areas has resulted in limited land availability. This condition causes a change in the direction of development to be vertically oriented so that land use is not only limited to the surface but also develops in the above ground space (RAT) and underground space (RBT). Current land registration in Indonesia which still uses land parcels with 2D geometric shapes is no longer able to accommodate the 3D space aspect of cadastral object. Therefore, to solve this problem, the Full 3D Cadastre method is applied with an alternative to combine 2D/3D to convert the ground surface into a volumetric plot so that it is able to describe the geometric boundaries of control over 3D space. The use of RAT and RBT on the Jakarta Mass Rapid Transit (MRT) illustrates the ideal conditions for using RAT and RBT to occur simultaneously so that they can accommodate the use of 3D space as a whole.
This research begins with making a 3D model from the results of physical data processing. The 3D model of the MRT station that has been formed is integrated into 2D land registration map to find out the geometric boundaries of control and utilization of 3D space so that it is able to represent complete and comprehensive spatial information to register land related to rights, restriction, and responsibilities. Then the design of the form of rights from the results of juridical data processing is carried out which results in a new rights institution, namely Space Use Rights. The existence of space units that are used individually by different users in the MRT commercial area are given separate rights, namely the proprietary right of above ground Space Unit (HMASRAT) and the proprietary right of underground space unit (HMASRBT). As for the part of a building unit that are used for public use are referred to as joint part.
