DESIGN OF SPAM REGIONAL JATIGEDE WATER TREATMENT PLANT (WTP): INTAKE STRUCTURE, COAGULATION, FLOCCULATION, AND SEDIMENTATION UNIT

Based on data from Bappenas, until 2018, access rate to safe drinking water in Indonesia is 87.75%, but access with piping is only 20.14%. According to 2020-2024 RPJMN, the government's target is to achieve 100% access to safe drinking water. This means the current access rate to safe drinking...

According to 2020-2024 RPJMN, the government's target is to achieve 100% access to safe drinking water. This means the current access rate to safe drinking water still needs to be improved. Jatigede Reservoir located in Sumedang Regency, West Java Province, has a potential raw water of 3500 l/s that can be used as a source of raw water to serve 5 districts: Sumedang Regency, Indramayu Regency. Majalengka Regency, Cirebon Regency and Cirebon City. Therefore, the Jatigede Regional SPAM project was decided as one of the National Strategic Projects by the government to achieve the 2020-2024 RPJMN target of achieving 100% access to safe drinking water. The planning for Jatigede Regional SPAM consists of two stages of development, with a period of 10 years for each stage. Currently the development is focused on phase 1 with a production capacity of 1500 l/s. Based on the analysis of water demand, development of phase 1 is projected to increase service coverage to 16.42% by serving the Sub-districts of Ujungjaya, Jatitujuh, Kertajati, Karangampel, Jutinyuat, Plered, Weru, Kedaung, Tengah Tani, Kesambi, and Harjamukti. To meet the drinking water quality criteria, the parameters that must be treated so that the drinking water meets quality standards in accordance with Government Regulation No. 82 of 2001 and Minister of Health Regulation No. 492 of 2010 are COD, BOD, Turbidity, TSS, Fecal Coli, and Coliform. Based on the analysis of alternative selection, a conventional treatment process is selected with a screening, coagulation, flocculation, sedimentation, filtration, and disinfection unit. By considering the aspects of construction, effectiveness, land requirements, operations and maintenance, and economics, the alternative units chosen are free taking for intake structure, hydraulic mixing with a hydraulic jump for coagulation, hydraulic mixing with a baffle for flocculation, and rectangular basin (horizontal flow) with Settler for sedimentation. This planning will have investment costs of IDR 203,940,329,771 with operational costs of IDR 41,297,958,909. After performing an economic analysis based on the NPV and BCR values, this plan is considered economically feasible with an NPV value of IDR 302,983,445,694 and a BCR of 1.59. text
