Summary:For Indonesian perspective, a study on process of airworthiness certification for small seaplane is necessary, particularly for supporting the duty of coastguard and the multi purposes of NAVI. For instant Indonesian Military Airworthiness Authority (IMAA) is incharge to be official agency for certification. It is very strong possibility for an Indonesian design team to design and build a type of small sea plane with limited for take-off and landing from sea waters only. It is possible to utilize annual funding from government for aerospace research, as well as funding private company. It is carried out some evaluation for relevant item of airworthiness such as FAR, EASA, MilStd, DefStan, and MAWA in order to certify a small seaplane. The main objective of this work is to propose a concept of adopting airworthiness for small seaplane as well as describing some process for certification. It known that it is wide area of regulation for all flight phase, so it is focused for studying all item of regulation that related to take off and landing with respect to condition of sea-state 4. It is presented several considerations concerning with detail and interpretation of particular item in regulation. For example on item related to dynamic stability on water on sea-state 4. In order to study better, besides doing intensive literature study it is carried out some interview with IMAA in PT.DI. After all it is proposed to adopt FAR 23 for the core of regulation for small seaplane, and it is possible to adopt some item from other regulation in order to achieve higher safety level by sea-state 4. It conducted a case study on how to certify seaplane called “Kawal ZEE” designed by alumni AE. In the data of the seaplane it is describe that it can carry up-to sixth passenger with MTOW about 5800 kg.
