The concept of sustainable development means that meeting the needs of the present must not interfere with or reduce the right to fulfill future needs. Those global agenda consist of 17 goals, 169 targets, and 241 indicators where some of the objectives, targets, and indicators are directly related to land in the form of land ownership, use, value, and development. This land-related issue then becomes data to measure the achievement of the existing indicators. The availability of this data is critical to see the achievements of the TPB. Cadastre is the primary tool that can be used when it comes to the availability of land data. One of the best cadastres to be applied is the multipurpose cadastre because it can provide various data related to land and other supporting data. However, to implement the cadastral system effectively, strategic planning is required. Strategic planning can be carried out with a quantitative approach that will provide measurable numerical results to reduce understanding bias on the best strategy that can be applied. The measurability of the quantitative approach begins with the validity and reliability test of the variables from the object study. This research will test the validity and reliability of internal and external factors that affect the multipurpose cadastral development strategy. After this test will then be continued with a combination of Strength, Weakness, Opportunity and Threat Analysis (SWOT Analysis) and Quantitative Strategic Planning Matrix (QSPM) methods to determine the best strategy that can be applied in developing a multipurpose cadastre for the achievement of TPB. text
