There have been many cases of land conflicts and disputes as a result of asynchronous policies regarding land use and land ownership policies. However, land ownership patterns have a strong correlation with land use patterns in city development. Land use policies sometimes only focus on physical aspects with a broader scope and interests, without considering the details concerning operational activities shown by the legal relationships that were binding between people and land in the form of land ownership. As a result, the operationalization of the land use policy faces constraints. In the modern land management paradigm, land use and land ownership must be integrated. This study elaborates the integration between land-use plan and land ownership using a case study in Bukit Cangang Kayu Ramang and Belakang Balok subdistricts, Bukittinggi City, Indonesia. Issues with existing residential development activities in the Ngarai Sianok Buffer Zone, which is designated as a public green open space because it is prone to landslides, in land use plan, is an interesting place to see the integration policy both of them. This study conducted with qualitative descriptive analysis using technical analysis tools, such as a map overlay analysis, as well as a content analysis, and review of the literature. The findings showed that land use and land ownership have not yet been integrated with respect to data, regulations, and institutions. The lack of integration between land use and land ownership results in unsustainable development. text |
