The precedent proves the phenomenom of an oligopolistic property market condition and land market controlled by a small number of developers. The fact is reinforced by the existence of a network formed by developers. There were of course very detrimental to the public. Through an institutional land development study approach, market structure and business competition theory will be explained regarding the analysis of social networks formed among large-scale housing developers. The research was conducted descriptively, quantitatively and qualitatively. The methods was conducted by analyzing content, spatial and social networks. Most of the research data is secondary, there are also interviews with several developer actors. The results revealed 123 landed housing projects and 45 apartments in large-scale projects that developed by each 86 and 38 different developers. This study shows that the development of residential land has led to a more competitive direction with a monopolistic competitive market type. Through the identification of dual positions, stock ownership, consortium and kinship, there is a large-scale housing developer network that is formed either directly or indirectly. The network that is formed creates a land domination structure that is semioligopolistic type. PT Intiland Development and PT Jababeka are the central actors in the landed housing development network, while in the apartment type is PT Ciputra Property. The occurrence of this network phenomenon is indicated by the lack of strong regulations and the weak role of KPPU, on the other hand, policies regarding spatial planning and business competition have not been integrated text
