This study aims to develop a model of the operational costs of transporting goods using trucks and SSS in accordance with the conditions of inter-island transportation characteristics such as in Indonesia. This study uses a comparative analysis between the operational costs of inter-island freight transportation with truck mode and SSS mode based on the reference model and the proposed model. Data was collected from various agencies, such as transport operators and the Ministry of Transportation's R&D Agency, including distance, travel speed, and travel time to be analyzed by formulating the model of operational costs of freight transportation. Qualitative data is used to complete data and information, especially from interviews with drivers and freight forwarders. This research proposes a model which is a development of the reference model. This new model complements the previous model for calculating total costs, especially for inter-island goods transportation using trucks and SSS. In the truck operational cost model there are additional elements of cost and time variables that occur at inter-island crossings. As for the proposed model on SSS operational costs, among others, there are additional elements of variable costs due to activities occurring at the port. Based on the analysis, it can be seen that the proposed inter-island freight transportation cost model, both in truck mode and SSS mode, is more complex. Compared to the reference model, the total cost increase for truck unimods is 13% and SSS mode is 4%. As for the mode of competition, the operational costs of inter-island freight transportation using the SSS mode are smaller than the truck mode. The proposed model is expected to be an illustration of variable elements that influence various decisions in determining inter-island goods transportation costs. This research can also be a justification for reinforcing the role of SSSiv mode for inter-island goods transportation operations due to various advantages compared to inter-island goods trucking. text
