Summary:Language comprehension process for deaf children must be started early with introducing alphabet and basic numerical based on Indonesian Sign Language. Currently there are three types of learning tools that used to introduce alphabet and basic numerical based on Indonesian Sign Language, these are the copy of Indonesian Sign Language Dictionary, white board and one wooden-made educational toy with the sign of alphabet and basic numerical based on Indonesian Sign Language at the top. Wooden-made educational toy is the most appealing for deaf children aged 3-5 years old. The purpose of this research is to develop learning tools of alphabet and basic numerical based on Indonesian Sign Language. In this research theory about psychoanalysis based on socio-psychological factors and basic principle of educational toys will be used. This research used qualitative approach, that is descriptive analysis for design concept and quantitative approach with true experimental design, that is pre-test post-test control group design for testing research result. Based on data analysis result, design criteria is obtained that effective learning tool should consist from one basic shape, not composed from many components, having soft edges, is made from easy to shape material and safe to use, is primary and secondary color, adjusted dimension from children aged 3-5 anthropometry, light overall product weight, as well as having packaging for easy carrying. These aspects then used as design criteria so that an effective learning tool is produced in this research. Based on observation with the help of teachers and parents in testing phase, the resulted learning tool in this research is effective for increasing children’s knowledge in identifying shape and movement of alphabet and numeric based on Indonesian Sign Language for being able to increase children’s interest and attention in learning process. As well as helping children in comprehending what is taught easily.
