These approaches initiated in developed countries. Sponge Cities concept, for instance, is implemented by Government of China to address water scarcity and flood issue in urban areas. Bandung City has to deal with annual water scarcity as well as flood. In order to mitigate such problem, integrated urban water management concept into the formulation of its strategic as well as spatial plan policy. To support such ideas, this research aims to evaluate how far Bandung government plan for water related program deviates from IUWM principles. This research using pseudo evaluation as evaluation approach and utilizes descriptive method to present the study. Objective 1 and 2 are fulfilled using qualitative method, whereas third objective of the research is fulfilled using quantitative method. The data is collected via both government website and direct visit to government offices. First objective will be achieved by conducting literature survey to build pseudo evaluation model comprises set of criteria as well as indicators. Second objective will be fulfilled using content analysis to Bandung development and spatial plan document. Third objective utilizes assessment criteria to rate each indicator which later outcome will be used to assess fulfillment of IUWM principles. Result of the study showed that Bandung City lies between less fulfilling to adequately fulfill IUWM principles. Another finding showed there are several indicators which criteria fall within weak category, range from not fulfilled to less fulfilled, to collaboration and participation, comprises three indicators marked A, B, and C. Those indicators are government program aiming to actively promote coordinated management of different urban water sector; effort from different sectors to plan integrated urban water management consist of physical aspect of water source, water supply, wastewater, stormwater; indicator with sustainable wastewater such as considering quality of surface water as water resources andcontrol flood, effort to utilize technology intensive wastewater treatment plant, government program for wastewater reuse for greenspaces irrigation, and lastly effort to upgrade quality of traditional drainage system. Another important finding is the absence of program to lower non-revenue water in RPJP 2005 – 2025, while such program exists in RPJMD 2018-2023. Furthermore, both indicators marked E and O, or effort to treat black wastewater or grey wastewater as water resources and existence of program aiming for wastewater reuse for greenspaces irrigation are existed in RPJP but could not be found in RPJMD. The result of findings in spatial plan document showed that unlike in RTRW, indicator with collaboration and participation criteria, or effort to coordinate institution effectively as well as program aiming to cultivate good relationship among stakeholders exist in RDTR. Furthermore, difference in average score between RPJP and RPJMD, RTRW and RDTR showed how far the plan act as legal basis to direct its derivatives for fulfillment of IUWM principles text
