Summary:The development of Transit Oriented Development (TOD) is carried out as a solution for transportation developed to encourage sustainable transportation, in this study the Dukuh Atas TOD Area is an integration of five public transportation modes and is located in the center of the capital, the strategic Segitiga Emas Jakarta. The TOD concept which is designed to be compact in which the area has a high density will have the potential to increase transportation demand. Many studies have shown that motorized vehicles are a significant contributor to air pollution, it portion around 80%. This study is aimed at predicting the potential for increased congestion and air pollution and assessing the ability of TOD areas to reduce these negative impacts. Moreover, there is an incentive for exceeding Floor Area Ratio (FAR) or known as bonus zoning to encourage regional growth. The estimation of volume increase is carried out by using a land use approach using spatial analysis according to the trip rates issued by ITE while congestion measurement is based on VCR and LoS’road analysis, measurement of air pollution through pollutant load values and estimation of economic losses using benefit transfer which refers to the VTPI standard.Based on inventaritation of highrise building data, the bonus zoning potential that is fully awakened can increase the 85% trip generation. So that in the do nothing scenario, the result is that several main roads have a VCR> 0.8 and CO2 air pollution reaches 22,988 tons / year. The amount of loss due to congestion and air pollution reaches IDR 4.5 trillion per year based on valuations using benefit transfers. The ability of the TOD Area to realize the conditions of 60% built zoning bonus, 50% use of public transport, 15% increase in NMT developed in the do something 4th scenario as an Transportation Demand Management approach can reduce the potential impact of congestion on all main roads and air pollution of motorized vehicles by 50.7% simultaneously significant. This incentive need to be accompanied by control over traffic impacts such as the implementation of ERP on the Jl. Jenderal Sudirman, and management of transportation requests so that the use of private vehicles can be reduced.
