To overcome this, the government issued a Complete Systematic Land Registration Acceleration program, which aims to make the final product produced can improve the welfare of the community. However, in reality, this program was not successful in all locations, especially in rural areas where people who work as farmers are low-stage. To explore the variables associated with the above problems, this study used a qualitative descriptive method based on structured interview data and observations. The variables studied included social, environmental and economic conditions in low-income farming communities in Sukaluyu Village, Pangalengan District. The results showed that there are components that affect the implementation of the Complete Systematic Land Registration program in rural areas, such as internal village conditions, economic level, education, access to information, road access, and understanding of residents in the research location. Apart from that, from the point of view of the National Land Agency as the agency authorized to regulate land tenure in Indonesia, it is still not maximal in disseminating information and cooperating with agencies related to the accelerated land registration program.
