Based on data shows there is a large gap between the need and avaibility of clean water. The drinking water supply system development in Cimahi City to consists of three alternative systems based on raw water potential, namely Sukawana Weir, Cimerlang Intake Saguling, Ciminyak Intake Saguling, Sukawana Weir, Nanjung Intake and Situ Sinumbra. Alternative of Drinking Water Suply System (DWSS) systems are analyzed based on a feasibility study in a technical, economic and financial aspects. The DWSS alternatives selection is carried out by the SAW method where the selected alternative is system 3 (Sukawana Weir, Intake Cimerlang, and Intake Ciminyak). The economic analysis shows that the ATP value is Rp. Rp. 5.055/m3 and WTP value is Rp. 6,272 /m3. The financial analysis shows the NPV, BCR, and Paybback Period values respectively, namely Rp52,922,432,635, 1.03, and 11 years with a principal price of Rp.2.936/m3. One of the project's financial feasibility supports is the PPP scheme with Availability Payment. Also, the feasibility of funding with the PPP scheme is analyzed on the principle of Value for Money (VfM) using the Public Sector Comparator (PSC) method by considering both quantitative and qualitative aspects. Both of these aspects were assessed using questionnaires by experts using the Delphi Method. The results show that the value of VfM is positive, which is equal to Rp144,389,271,399 and VfM ratio equal to 9,73%.
