<b>Abstract</b><p align=\"justify\"> <br /> The goal of this research is to see the social economics condition, the income distribution and the income average of the people in Kecamatan Lubuk Kilangan, to know how many local people work in PT Semen Padang, the people perception and the impact of planning to mine development of lime stone at Bukit Batutajarang to the economics condition of Kotamadya Padang. <br /> <br /> From this research , it is known that 50% of the people of Kecamatan Lubuk Kilangan are local people and the highest income rate is at Kelurahan Batu Gadang. The resources of lime stone is at Kelurahan Batu Gadang. The mining of lime stone and the production of cement by PT. Semen Padang give the positive impact to the people of Kecamatan Lubuk Kilangan. 88 % of the labor of PT Semen Padang come from local people (come from Kecamatan Lubuk Kilangan, Kotamadya Padang and other Kabupaten in Province Sumatera Barat). Only 12 % of that labor come from other province. <br /> <br /> The existence of PT Semen Padang give effect to regional income of Kotamadya Padang and Province Sumatera Barat. The 40 % of total regional income tax of Kotamadya Padang come from PT. Semen Padang, that are mining and processing industrial minerals. So that, if there is no development of mining at Bukit Batutajarang, it will be effect to regional income of Kotamadya Padang and the Province Sumatera Barat.
