initiate the application of the smart city concept, which is expected to cover all
urban issues and can accelerate urban growth. According to Djunaedi, et al.
(2018) in implementing the smart city concept, each city needs to find an identity
that is tailored to the main problems of the city and in line with the vision of
city development. This is because according to Neirotti, et al. (2014) the concept
of smart city is very dependent on the local context of each region. In line with
that, Giffinger et al. (2008) argue that the successful implementation of smart
cities varies from a city to city, because each city has different dimensions of
development priorities and focus. The concept of smart city implemented by the
City of Manado is still developing based on the concept of smart city given from
the Ministry of Communication and Information, no adjustments have been made
to the city characteristics, existing problems and development objectives, and
there is also no priority dimension that is in accordance with the development
goals of the City of Manado.
Based on the existing problems, this study was carried out aimed at developing a
smart city in Manado City in the context of regional and city planning.
The first stage is to formulate a focus on the development of Manado City with
the method used, namely content analysis, the second stage measures the maturity
level of the smart city of Manado City using multicriteria weighting with 6
dimensions, 17 variables and 44 indicators and the third stage determines and
develops the priority dimensions of the smart city of Manado City. using the
Analytical Hierarchy Process (AHP) method. The results of the analysis obtained
that there are no dimensions that reach the optimal level of maturity in the city of
Manado, based on these results, an assessment is carried out from the perspective
of the local government using AHP smart in the perspective of the regional and
city planner. |
