Summary:To deal with demands for public services, the South Tangerang City Government developed the concept of Smart Cities. One of the concerns of the South Tangerang City Government is smart city in the health sector, which developed in order to achieve healthy city. One of the health city indicator is health services that can be accessed just and equal by the entire community. The Government of South Tangerang City ranked third in the scope of metropolitan cities in the "Indonesia Smart Cities Index" (IKCI) in 2018. This research was made because there have been many innovations and programs in the form of online services in the health sector that were made but not yet a measure that the implementation of components smart governance already. The different service capacities between puskesmas and RSU raise questions about the need to increase the quantity of services through smart governance. Thus, the aim of the research is to evaluate online health service programs based on effectiveness in order to support smart city development. Major variables of this study divided into two, namely online services according to OPD and according to the community to see the supply and demand sides. Those variables were pair up to measure effectiveness. The effectiveness referred to the concept of smart governance and policy evaluation theory. A policy or services are effective if only meet the user's preferences and needed. The data collected by questionnaire technique in three sample health centers and one public hospital. The questionnaire has two, namely the questionnaire for OPD and for the community. These data were analyzed using cross tabulation techniques to answer the research objectives. The analysis results are divided into two to compare the findings at the Puskesmas and RSU. The results showed that the implementation of smart governance in the health sector was not yet effective, both Puskesmas and RSU. This, together with the service range of Puskesmas reached more than 98% and only one public hospital was available in the city area. The results of the OPD questionnaire analysis show that almost all puskesmas and RSU have good services, except the Puskesmas Ciputat with moderate classification. However, the results of the community questionnaire analysis show different conditions. High participation rates have a low percentage, to be exact 30.16% for puskesmas and public hospitals by 42.10%. Preference for online services in puskesmas cases was only 63.49%, while RSU was 84.21%. From both perspectives (OPD and community) has giveniv a picture that the implementation of smart governance in the health sector in the City of South Tangerang in all case studies is ineffective. This condition has not yet reached the ideal conditions according to Nam and Pardo (2012) where smart cities must be able to provide services and be responsive to the needs of users. Furthermore, with the concept of a healthy city where one of the demands is the accessibility of health services (Hancock & Duhl 1988).
