It causes a balance between supply and demand for drinking water (WSDR) in Bogor City is not achieved. The high level of water loss (18.22% in the production unit and 27.91% in the distribution system), as well as the decrease in the discharge and quality of water sources, are all problem factors in the fulfillment of drinking water supply. STELLA 9.3.1 is used to simulate the system into a dynamic model that can explain the complexity of the water cycle through the interaction between variables. Model simulations are made in the next 15 years, namely 2020–2035. The model structure is built based on feedback between each variable and developed into a flow chart that is equipped with mathematical equations. Policy scenario combination of four structured interventions produces a WSDR of 1.00 in 2035, with a significant increase compared to the base scenario (Business as Usual/BaU). Optimizing the WSDR can be done by implementing a policy scenario of a combination of four interventions, which consists of interconnection distribution management, additional production capacity, optimization of production units, and reduction in NRW of the distribution system. text
