However, the condition of Bandung City, which has a large generation of movement, was not accompanied by an adequate reform of the transportation system, which led to the Asian Development Bank (ADB) crowning Bandung as the Most Traffic City in Indonesia, surpassing Surabaya and Jakarta. As the most congested city in Indonesia, the City of Bandung has a special policy to fix its transportation system, which is later derived into an indication of a bridge crossing/flyover development program at several strategic points in Bandung. The problem is, some people think that the construction of flyovers in Bandung City is not a sustainable solution to the congestion problem in Bandung. Even legally formally, the flyover development plan that is now being announced by the Bandung City Government is not in accordance with what is stated in the indication of the Bandung City RTRW program 2011-2031 and the West Java Province RTRW 2009-2029. Taking into account the development of dynamic Bandung city transportation conditions It is considered important to conduct an in-depth review of the economic feasibility of building a flyover in Bandung City that does not comply with this plan document in terms of costs and benefits. In assessing the economic impact of fly over infrastructure, it is necessary to select case studies of flyovers that are already in operation and have different characteristics, namely the Antapani and Kiaracondong flyovers. The differences in these characteristics are seen from the point of view of size, traffic conflicts, and the use of technology. Through a review of the literature, it is known that consistently the existence of a flyover infrastructure will at least always cause construction costs and maintenance costs as well as generate benefits in the form of time savings, vehicle operating cost savings (BOK), and cost savings in environmental losses. Based on the results of the Cost-Benefit Analysis conducted, it was found that the Net Present Value (NPV) at the end of the project life of the Antapani Flyover and the Kiaracondong Flyover Project is 479,491,998,998,- IDR and 3,358,184,604,915,- IDR, respectively. The resulting Benefit-Cost Ratio index values are 11.38 and 13.34, respectively. The results of the calculation of these two parameters indicate that the construction of flyover infrastructure in Bandung City tends to be feasible because it produces a very high economic benefit value and provides a very efficient impact ratio even though it is considered unsustainable because the value of benefits will drastically decrease due to demand that exceeds capacity. the flyover itself. The efficiency of flyover construction will also increase significantly with the implementation of the Corrugated Mortarbusa Pusjatan (CMP) technology and it is also influenced by changes in the policy for determining bank interest rates set by the government. text |
