Some rivers in Cimahi City empties into the Citarum River and contributes to the pollutant load of 45.53 tons/day, but their capacity is only 11.38 tons/day. One source of river pollutant load comes from the domestic sector. According to the Cimahi City Environmental Agency (DLH), in 2019, there were 39.34% of the population who did not have proper sanitation and had the potential to increase the burden of river pollutants. Based on SK.300/MenLHK/Setjen/PKL.1/6/2017 concerning the Determination of Water Pollution Load Capacity and Citarum River Water Pollution Load Allocation, Cimahi City DLH plans to reduce pollution load on the domestic sector at a regional scale. The area with the highest pollution load reduction plan is found in Melong Village, which is 4.5 tons/day. To achieve this goal, the Cimahi City Government, together with the central government, held a Community-Based Sanitation program (Sanimas) by building a Wastewater Treatment Plant (IPAL) with sustainable principles. Several studies indicate the low level of sustainability of Sanimas that is already running. The level of sustainability of Sanimas is seen from the economic, environmental, social, institutional, and technical aspects. In this research, an analysis of the level of sustainability of Sanimas in Cimahi City and the most sensitive criteria in the development of Sanimas using Multidimensional Scaling on Rapfish. It was found that the Sanimas City Cimahi sustainability level of 44.98% was "less" sustainable. In terms of each aspect, the institutional aspect is the highest with an index of 57.56% (fair), with the most sensitive criterion is coordination between institutions. Next is the environmental aspect, with an index of 53.18% (fair), with the most influential criterion being the quality of effluent. The economic aspect received an index of 50.59% (fair), with the most sensitive criteria are economic viability and operational costs. The social aspect gets an index of 40.1% (poor), with the most sensitive criteria are community commitment and the ability to solve problems. The lowest aspect is technical, with an index of 23.36% (bad) with the most sensitive criteria are service coverage and maintenance by officers and the public. text |
