The big task of ECT is divided into 2 major stages, namely developing a new contract or what is commonly known as the Pre-Award Contract period and monitoring, managing the contract implementation process that has been mutually agreed upon or what is commonly known as the Post Award Contract period. Current conditions, which are 3 major problems as follows: 1. A large ECT organization results from management assessment. 2. The process of tracking and monitoring contract implementation, which is still manual, uses excel files that are kept by each personnel. 3. All data and information are still stored manually in local folders and / or SharePoint. Facing the above problems, to find out the root of the problem, a problem analysis was carried out using the 5 Whys method and the Fishbone Diagram method. For business solution, ITF team, with approval from ENV Management, choose Change Management by John P. Kotter as reference and guidance for develop improvement process and supported with Lean Sigma Project which can be used as a success rate matrix of the Change Management. After the complete improvement process using Change Management follows 8 steps, the process of improving the behavior of ECT members and the ability to create IT programs, Contract Management and Improvement System - CMIS, can be carried out properly with the full support of ECT management and ENV management. To measure the success of this improvement process was also assisted by the Lean Sigma project, where after using CMIS and carrying out some soft skills training for ECT members, the organization's ECT performance increased 45% for post-award activities and with the reduction of ECT members. from 31 to 19 personnel. text |
