Description
Summary:Globalization and the change to postmodern lifestyle has creates significant impact on urban development. Today, the development of urban areas have been shifted to the periphery, marked by the increase of employment decentralization from the urban center to the periphery. As a consequences, urban spatial form has changed both structural and functionally, indicated by the emergence of new employment sub-center in the peripheral areas which becomes more indenpendent from its core. This phenomenon has been coined in several term, but in general it is known as post-suburbnization. In Indonesia, post-suburbanization is marked by the fast population growth in the periphery, land conversion into residences and industrial complexes, and reverse commuting from core to the suburb. Post-suburbanization which led by private sectors is expected to the formation of new multifunctional city in the periphery. This study aimed to re-evaluate the impact of post-suburbanization on Indonesian urban context. It is focused on the transformation of spatial stucture and commuting pattern in the metropolitan periphery. By taking Jabodetabek Metropolitan Area as a case, this study argues that the emergence of the rescaling neoliberal urbanism phase which provide bigger role for the private sectors to influencing the development planning and policy would provide significant impact on both aspects. To prove such argument, this study applying several quantitative method to analyze the change in spatial structure, identify commuting patterns, and analyze the impact of post-suburbanzation on suburban commuting pattern using regional restructurization and deconcentration approach. This study conclude that the emergence of the rescaling neoliberal urbanism phase has drives post-suburbanization in Jabodetabek to a different direction. First, the spatial stucture of Jabodetabek has becomes more polycentric, yet the existence of employment sub-center in the periphery tend to be homogeneous. On the other hands, major commercial and services activities which is expected to following the manufacture to the periphery tend to reconcentrate in Jakarta. Secondly, commuting pattern between suburban areas was found to have more importance iniv recent Jabodetabek’s post-suburbanization, compared to the reverse commuting pattern. Third, manufacture dominated post-suburbanization creates dual effect. It does not only attract in-commuting, but also pushing people for out-commuting. Fourth, the spatial transformation effect of post suburbanization is more influencing to the traditional commuters residentiallocation decision. For intersuburban commuters, the decision is more influenced by behavioral tendency (deconcentration). The planning and policy recomendation upon these findings are discussed in the conclussion.
