Summary:Roof tile industry in Majalengka District is an industry which has a multiplier effect on several aspects such as employment, income communities, institutions etc. and as a form of local economic development. Roof tile industry is very important to develop economic due to more than 80% large and medium industries in which great number of employment work is second largest after agriculture. The industry is in declining state and therefore need a special treatment to boost local economic development. The purpose of study is to investigate the relationship between the competence levels of education, motivation, organizational climate and roof tile industry productivity in District Majalengka and then seek possible interventions of roof tile industry development as part of local economic development Majalengka District. The study uses survey method and descriptive statistics to analyze the above relationships. The respondents in this study are 313 roof tile industry employees and 30 entrepreneurs. The data collection techniques were documentation, questionnaires, and structured interviews. The results showed that, First, there are significant and positive relationships between a) Motivation and educational level of competence; b) motivation and organizational climate; c) productivity and education level of competence. d) productivity and organizational climate, and e) productivity and motivation. Second, roof tile industry is getting lower in its contribution to local economic development as shown in some facts that a) declining employment trends; b) both raw materials and auxiliary materials are taken from non-renewable resources and damaging environment; c) over capacity of product lead to low price and unhealthy competition because of the existence of middlemen and brokers. Others tile product competition such as roof tile asbestos, metal, plastic, mica, aluminum, zinc, etc. are also coloring competition. Finally, many companies have gone out of business. It can be concluded that roof tile industry can be used as a reference in local economy development, by: a) improving professional competence of employees; b) using raw and auxiliary materials more effectively and efficiently; c) quality control, supply and demand balance and marketing techniques. d) making new product such as ceramics, bricks, pottery, handy craft, fisheries etc. Formal education as well as non formal education is required to fulfill human resource competency of the roof tile industry for production optimization
