However, the number of visitation in ETC has been dense and tends to increase every year, it can affect the governance and fulfillment of the bundle of rights, and management of unsustainable tourism. Institutional Analysis and Development Framework (IAD) can be used to analyze the forest tourism governance which has characteristics similar to the common pool resources. Therefore, the purpose of this research is to determine an ecotourism management strategy in ETC with the objective of identifying forest governance using elements of the IAD. The research data were collected through observation, interviews, questionnaires, and literature studies. Data analysis consisted of the analysis of biophysical conditions (analysis of land cover and existing ETC conditions), descriptive analysis of the characteristics of ETC visitors and managers, content analysis of policies of ecotourism management, and stakeholder analysis. The output of IAD was analyzed using the principles of ecotourism and the ecotourism feasibility index. The results of all analyzes were used to determine ecotourism management strategies using SWOT and QSPM. The results showed that the biophysical conditions (land cover) of ETC were dominated by shrubs of 53.7% and it is a weakness to ETC tourism management.. ETC tourism has provided visitor satisfaction and experience but has not changed visitor behavior related to environmental care yet. The tourism management at ETC is not following the four regulations used. There is an action situations in tourism management at ETC which consists of the interaction of eight stakeholders. According to the principles of ecotourism, there are four of the seven principles of ecotourism in ETC that have not been achieved, but ETC tourism is feasible to be developed as ecotourism according to the ecotourism feasibility index (value 82.07%). There are twelve strategies and indicators for ecotourism management at the Elephant Training Center according to a SWOT and QSPM analysis. text
