It si get be able to put into smoothly operation when such a transformation is accompanied by competence-based, precisely human resource development and trainning programs. <br /> <br /> In line with community knowledge development, the qualifying administrators, constructors, and supervisors need to be equivalent to knowledge, technological, and information development. Knowledge was considered to be most more valuable than natural resource, high technology, and abundant money to day. From the past views of experences appear that the security for skilled, significant personnels might be attained by competence-based, rational and systematical human resource development and training programs. <br /> <br /> A competence-based human resource development and training program proposal is a quality quarantee for operation optimally instance. What competence is meant in this study is the spencer (1993) consiting of enthusiastic competence for improving performance, strategic impact, conceptually thinking, making analyses, initiative, self-confidence, empathy, interest in neatness, information collecting, team work and cooperative, technics skill, and paying attention to customer satisfaction. This study was conducted by distributing questionaries to 33 officials at head of section level (echelon VI) in the mineral resource and mining service of east borneo province
