Summary:The need for garlic in Indonesia is mostly met from imported garlic products. The quality and safety of the imported garlic is deemed necessary to protect consumers. Meanwhile, local garlic is a national priority commodity, one of the producers is Ciwidey District in Bandung Regency. The government has imposed the standard SNI 3160: 2013 (Garlic) which is currently being processed for review through a standard development process. A standard, in order to gain wide acceptance so its development must meet the rules set by Technical Barrier to Trade - World Trade Organization The Code of Good Practice Annex 3 and technical regulations set by the standard body. This study aims to (1) Identify the quality and safety of local and imported garlic in the market; (2) Analyze the conformity of garlic standard with regulation and standard harmonization; (3) Formulate a garlic standard development strategy plans in accordance with standard development principles. The technique used is descriptive analysis by collecting data through questionnaires, interviews, observation and literature study. This research used laboratory testing methods to identify the quality of garlic, a stakeholder analysis approach to analyze and determine the level of importance and influence of the parties involved in the garlic standard development, document analysis methods to assess the adequacy of garlic standard development, and SWOT analysis to develop strategic recommendations for the garlic standard development. Based on the research results, it was concluded that: (1) The quality of local and imported garlic in Ciwidey market fulfills the requirements for heavy metal residues and pesticide residues as required in the SNI. (2) There are 8 stakeholders involved in the development of garlic standards, the Directorate of Processing and Marketing of Horticultural Products of the Ministry of Agriculture, the Bandung Regency Agricultural Service and the National Standardization Agency as key players, Codex Alimentarius practitioners as context setters, garlic farmers and consumers as subjects, as well as Conformity Assessment Body and Mastan as the crowd. (3) The garlic standard development is deemed to have met two of the six principles of the WTO The Code of Good Practice. The recommended strategies for the of garlic standard development include: optimization of internal strength and external opportunities by involving all stakeholders, especially local governments (Bandung Regency Agricultural Department) involvement in garlic standard development, collaborating with local government in improving the quality of local garlic in order to meet standards, and formulating appropriate standards with the standard harmonization concept referring to the Codex Alimentarius standard while still considerate of local garlic commodities protection.
