<b>AbstraCT :</b><p align="justify"> <br /> <br /> <br /> In connection with the demand to develop the participation of farmers in O&P irrigation network and fanner organization/P3A, the author had conducted a study on one of the 68 units of P3A, existing in Cihea. The objectives of this study are to measure the participation level of farmers in O&P planning, farmer's participation level in rehabilitation/management of O&P, farmer's participation level in the farmer organization/P3A, the perception on the performance of irrigation network influenced by farmer's participation in O&P planning, participation in the farmer organization/P3A, the willingness (readiness) to pay money collection, types of contribution, and to identify the farmer profiles that influence the participation, educational level, job, land ownership, status of land ownership, incame level, and the efforts taken to improve the O&P irrigation network.<p align="justify"> <br /> From the result of sampling 39 respondents taken from the population of 262 members of P3A Saluyu, it was shown that the level of participation of farmer in O&P planning was not sufficient, but the level of participation of farmer's in rehabilitation of O&P, their participation in the organization of P3A, and the perception of performance of irrigation network were very satisfying. It means that farmer's have the potentials to became capable of accepting wholly the irrigation network, in the work Area P3A Saluyu.<p align="justify">
