<b>Abstract:<p align=\"justify\"> <br /> The implementation of Regional Autonomy demands local government to conduct several efforts as preparing handling delegation of authority that given by central government to local one. Mining and Mineral Resources of East Kalimantan, which of its duty is handling of mining effort license that is according to Regional Autonomy has authorization to license. It can accor regency area to face many obstacles in its implementation. Overlapping interest between provincial and local government; overlap in several by sector interests with each its program priority; there\'s no law enforce clearly yet; low transparency tradition; they are mining effort license problems. Hence should be looked for the solution immediately. <br /> <br /> Through business process engineering methods, this research aims to arrange Coal Mining Concessionaire Licensing Procedure in East Kalimantan, try to minimize interest dispute potency that perhaps occurs. The criteria of this license procedures enclude transparency aspects, authority, bureaucratic management, provide resources, coordination and la protection for license officer. <br /> <br /> The license procedure from each Mining Concessionaire are made in 3 (three) alternatives. To Choose the best alternative, it will conduct to the quality of each. The quality of chosen alternative for General Investigation Mining Concessionaire, Exploration and Exploitation are procedures in which provincial government needs to conduct co-operation and coordination with local government to reach agreement solution, without lose of each authority. In Mining Concessionaire of Manufacture and chosen alternative purifying are license procedures that conducted by local government, furthermore Mining Concessionaire of Carry and chosen alternative sales are procedures that conducted in provincial government. <br /> <br /> The succeed of business process re-engineering, it is need commitment, preparing of implementer team, monitoring team, increasing of human resources and equipment facility, law enforcement, so that mining effort license service can be increase.
