Indonesia is an archipelagic nation with large potential marine resources such as sea fish, but has not been managed and utilized to the optimum level. The exploitation even creates various threats to the sustainability of sea fish resources. Regional laws no. 22/1999 on the regional autonomy provide the opportunity for each region to manage and utilize its fish resources and increase the regional revenue. West Java, with its north and south coastal and marine area, has that opportunity as well.<p align=\"justify\"> <br />
West Java needs a business development strategy of fishery to manage and utilize its fishery resources. The aim of this research is to identify opportunities and obstacles of the development of West Java fisheries and to formulate a business development strategy of fishery, which is appropriate to be implemented in West Java. The implication of the strategy to the organization that is in charge, Fishery Service of West Java, is also analyzed.<p align=\"justify\"> <br />
The formulation of the strategy is based upon the key success factors of fishery development, internal and external analysis, and internal-external matrix. The implication to the organization is analyzed with 7-S McKinsey framework. The result of this research is a business development strategy of fishery for West Java, which consists of growth strategy, specialization, and selective investment, and the conservation of coastal and marine environment to maintain the sustainability of fish resources. The implication to the organization shows that Fishery Service of West Java needs some adjustments of its organization elements: strategy, structure, system, style, staff, skill and shared value. |
