Description
Summary:The concern regarding science involvement in public policy has improved in the last two decades. There’s an increasing number of involvement from diverse background who formulate concepts on science in public policy. However, these concepts generate other issues namely scientific legitimacy, data validation, transparency, and inclusiveness. These problems cause the science and public policy’s issue is getting complicated over time. These problems were also occurred in the Lumpur Sidoarjo’s case which has lasted 14 years and made this phenomenon became complicated. The aim of this research is to disentangling the complexity of Lumpur Sidoarjo’s case within actor-network theory perspective using composition of the collective’s framework. The composition of the collective’s framework which is elaborated into perplexity, consultation, hiearchization, and institution is used to explaining the science involvement in the public policy. The utilization of the composition of the collective’s framework in this research showed that the dichotomy of perspective between science, public, and government was resulted in partial solution. This separation of perspective causes the respective concepts contradict each other so that they can’t be put together. The composition of the collective’s framework corrects this perspective by putting them in one scope so the respective components of the public, science, and government are neither isolated from each other nor mixed up. In the Lumpur Sidoarjo’s case, the process of scientific involvement regarding public lawsuits which took place in the judiciary were articulately done. However, this wasn’t the case in the legislative and executive bodies. There needs to be an articulate involvement of science in accordance with the composition of the collective’s framework in the two other bodies.
