Summary: | One of the main problems of innovation process in Indonesia is the low rate of research and technology utilization or adoption in industry or other users. To address this problem, the government have tried to develop an instrument to measure the readiness of a technology called Tingkat Kesiapterapan Teknologi (TKT) which was adopted from NASA’s Technology Readiness Level (TRL). This measurement tool was designed to provide common understanding about technology readiness status between technology developer and user, thus increasing its adoption rate. The focus of this research is on the evaluation of technology readiness measurement policy in Permenristekdikti No. 42/2016, to see whether this policy has reached its purpose, and to identify problems arose from its implementation. The results of this evaluation are then used as base to recommend improvements to the policy.
Based on the analysis in this study, it is understood that this policy has not yet reached its purpose. The first cause is the application of this tool (TKT) is used from the technology developer’s point of view, contradicting the usage of TRL as it is originally used from the user’s point of view. The second cause is the readiness levels in TKT are misinterpreted as steps in linear innovation process, again, contradicting the TRL application to measure a technology developed based on user’s requirement, which indicates a non-linear innovation process. The third cause is the organization of the policy implementation makes it more likely to be applied by technology developer, and not involving the user’s view. This corroborates the first cause. In the end, there is a shift in TKT implementation from its original function, as it is mostly used in the technology developer’s internal environment, instead of used to communicate with the technology user.
