Summary:Organizational capability is a company’s capacity to deploy the competency and the capacity of their resources, tangible and intangible to improve the company’s performance. Today, the organizational capability is being used to capture opportunities and enhance process safety performance in Upstream Oil and Gas. Process Safety is one of the company’s performance that have a significant contribution in preventing catastrophic incident. Numerous catastrophic accidents have been caused by a lack of process safety competency. Refer to historical incident, the total cost of incident almost achieves US$ 390,000 in 1 year. In the company, training and competency has become top 5 causes major incidents in each of the past 5 years. Therefore, it is required to develop the process safety program as a continuous improvement program to develop the process safety competency of the operations team. Standard that will be used to develop process safety competency improvement are standard from Center for Chemical Process Safety (CCPS) and Operation Excellence Management System (OEMS). CCPS has developed Risk Based Process Safety Element (RBPS) which consist process safety competency in first pillar. The focus area of process safety will refer to OEMS and includes Process Safety Information (PSI), procedures, codes and standards, operational readiness, Management of Change (MOC), Risk Management (RM), and Incident Investigation & Reporting (II&R). The competency level for each focus area will be divided to awareness, fundamental application, skilled application, and mastery. This research then conducts gap analysis between the expected competency level and existing competency. Based on gap analysis, there are some recommendation to develop rigorous continuous learning program and audit system to track the competency level of Operator and Team Leader Operations. Then this research will recommend developing Process Safety Organization Capability Enhancement (PSOCE) that become a standardized, structured approach and a road map for improving process safety proficiency for the prevention of serious process incidents and a strong process safety culture will be sustained across the business unit. PSOCE program will consist of some activities such as training, group learning activity, individual learning activity, verification and validation, and recognition and award. In Training program there will be Computer Based Training (CBT) and Class Workshop to share the best practices. Group learning activity will consist of table top drill, wet drill, and PSOCE activities by Team Leader. In individual activity, Operator is expected to submit their feedback related to PSI document and procedure through OP V&V and PSI V&V. Beside learning program, there will be evaluation through PSM LE and PSAL to evaluate the competency improvement of the operator and Team Leader Operations. PSOCE program will be coordinated by Process Safety Management team and the compliance of all program will be monitored through process safety monthly visible score card. As part of recognition and award there will be operator of the month and PSI award for their effort in enhance process safety culture in their operating area.
