From a technical point of view, PBJP practices have undergone a transformation from a manual or conventional system to an electronic system by utilizing information and communication technology called as e-procurement. In its implementation, PBJP does not always run according to the 'scenario' of the parties involved. On the contrary, it often has many "problems" or things outside the "scenario". Among them are many cases of corruption, fraud, and so on. The occurrence of this phenomenon is thought to be related to the role that is 'played' not only by human (socio) but also non-human (technical). This study seeks to describe the role of these two factors associatively in the Actor-Network Theory perspective. This research uses a qualitative method. The data obtained from respondent interviews, observations, and various sources from the internet relating to the process of implementing PBJP in Indonesia. The results of the data analysis show a description of the practice of PBJP involving various human and non-human entities. In the conventional era, the 'network' of relation of procurement actors and technical objects in the PBJP shows a tendency towards centralistic and limited practices reserved 'only' for local providers. During the transition of electronization era, the changing configuration of the 'network' of relations brought about the effect of PBJP practices which tended to be decentralized. The use of ICT tools expands the information access which results in competition for providers across regions. In the electronic era, the practice of electronic procurement (e procurement) tends to be centralized in terms of policy, but decentralized in terms of practice. The 'network' of relations between procurement actors and ICT devices has the effect of a tendency to more efficient practices on the one hand but on the other hand excludes providers from SMEs as well as the emergence of a 'deviation' gap in the form of negotiations carried out outside the system. The implementation of PBJP should pay attention not only to how to design the performance of supporting devices, but also how the devices is used by users and the possibility of other impacts in anticipation of the emergence of "problems".
