ASPECTS TAKEN INTO CONSIDERATION IN LAND PLANNING AROUND RIVER IN THE DOWNTOWN SECTION OF PALU CITY

<b>Abstract :</b><p align="justify">One of primary activities in urban planning is to manage physical needs of human beings towards urban land. Many physical changes and the change of urban land use and utility have occurred as manifestations of social, cultural, and economic changes. This is why in urban physical planning some affected aspects should be taken into consideration. It may lead to the urban development whose objectives should be efficient and optimal. Urban land planning as a manifestation of physical planning becomes an important issue, especially in downtown section whose physical development and structure of land use are affected by pattern, structure, and river form. <br /> <p align="justify">By utilizing literature review, document analysis, observation, and society's aspiration and perception, this study investigates ; (I) general aspects taken into account in utilizing land around the river and downtown section, (2) land use and utility around the river and down town section, and (3) specific aspects taken into consideration in planning land around the river in the downtown section. Region to be chosen for this study is the downtown section of Palu. This comes from some considerations that land use in this region is not supported by physical planning which is suitable for the region condition and characteristic. <br /> <p align="justify">From the analysis, it is found that there are some activities and facilities which are no longer appropriate for the development of downtown section in Palu. They are not feasible towards function of the region for the housing, trading, recreation and water tourism, offices (government and private), and urban forest. In addition, there are some aspects necessarily to be taken into account in land planning around the river in the downtown section of Palu city. They are normative aspects, functional aspects, and physical aspects whose characteristics are a-spatial and spatial. Those aspects are taken into account in relation to the function development of the downtown section, settlements function, and river function. <br /> <br />
