In the last decade, rapid development of sensors and maintenance technologies have supported a better implementation of CBM policy. Proper implementation of CBM policy will effectively decrease or even eliminate system’s failure. Furthermore, it will decrease the maintenance cost and increase system’s availability and productivity. Previous studies related to CBM, which used analytic approach, assumed that system’s failure due to accumulated deterioration is detected only on inspection time. In practical, system’s failure due to accumulated deterioration can be occurred at any time during operation time, including non-inspection times. By considering the amount of loss due to system’s failure (economic and safety loss), it is necessary to develop a study with assume system’s failure can be detected on non-inspection times. This assumption is more precise and in accordance with actual condition on real system, e.g boiler system and turbine system on thermal power plant. Due to complexity of case characteristics which can not be solved by analytic approach, therefore simulation approach is developed in this study. System’s deterioration is affected by system’s age, usage, and operating condition. These effect of usage and operating condition to system’s deterioration is not mentioned on previous studies which used simulation approach. System’s deterioration is modelled by gamma process and Accelerated Failure Time (AFT). Inspection is periodically done and maintenance action is imperfect one. Simulation will be used to find the combination of best solution of inspection interval and preventive maintenance threshold that minimizes the mean maintenance cost. text
