Summary:As the position of Non-Governmental Organization is only less than two percent in Non-Market Based Social Entrepreneurship in Indonesia, Yayasan Gerakan Indonesia Mengajar struggles to find Business Model since they want to swift partially to social entrepreneurship. By developing Social Project Development, Yayasan Gerakan Indonesia Mengajar wants to reduce dependability from donors and concern about business process sustainability. However, the position of Social Project Development needs to be evaluated to suit with the condition of Yayasan Gerakan Indonesia Mengajar. To analyse it, the creation of social entrepreneurship business model specified for NonGovernmental Organization or Hybrid Non-Governmental Organization business model were done as conceptual framework. This model is based on six criteria: social mission, social value, finance, resource, organization, and market. As the result, the position of Social Project Development in which never properly launched create domino effects such as: unclear product and service, unclear targeted market, mixed marketing scheme, and mixed business model. The solution for Social Project Management is based on business model framework to recreate value creation, value proposition and value capture. After that, Social Project Development would make some innovation using two-sided value model in Business Model Innovation before then the innovation would be reimplement in Hybrid NonGovernmental Organization Business Model focusing on Social Project Development. This innovation requires short-term implementation plan for four years in which divided into four phases: planning, pre-launch product and service, operation, and implementation
