The emergence of the various governmental policies in a line with the governmental reformation in our country has led to the change of governmental paradigm, both in Central and Regional. The Act Number 22 The Year 1999 and PP No. 25 The Year 2000 have altered the paradigm of governmental centralization toward a decentralization by providing a real, wide and responsible Regional Autonomy and make Regency/Municipal Government as a basis of reagional autonomy implementation wholly, whereas Provincial Government only as facilitator for the governmental performance through Regency and Municipality. <br />
<p align=\"justify\"> The objective of this research is to analyze and study the factors of organizational suitability and unsuitability of Provincial Regional Secretariat based on Regional Regulations No. 02 The Year 1992 to PP No. 25 The Year 2000 and PP No. 84 The Year 2000. The result of suitability analysis indicates that there is partly even entirely functions of organizational unit that must be eliminated so that for an adjustment it is necessarily conducted an organizational restructurization. <br />
<p align=\"justify\"> The organizational characteristic required that is based on Mistzberg and Max Weber as well as the principles and criteria of regional equipment ordering can be seen from the relevant factors such as the grouping of functions/activities, hierarchical level, control range, degree of authority centralization, suitability with the regulations, cost effectivity, easiness in the coordination, degree of authority centralization and easiness of implementation. <br />
<p align=\"justify\"> Based on the characteristic of organizational structure needed and suitable to soul and spirit of Regional Autonomy it is a design of organizational structure that be always responsive to the service implementation in a frame of governmental performance, development and first-rate service as well as it can accomodate all interests, both Regional, societal and sectoral equipment sets. It can be realized when the organization, in implementing its task, has an obvious task line. <br />
<p align=\"justify\"> From the three alternatives attempted to develop, so the best alternatives have structure as follows : <br />

? Provincial Regional Secretary as Strategic Apex being a top management and responsible to the organization wholly. <br />
? Assistant of Regional and Sectoral Line Autonomy Area; Assistant of Govermental Institution and Public Service; Assistant of Public Administration Area and Heads of Bureaus is Middle Line, a municipal level manager relating Operating Core with Strategic Apex. <br />
? Departmental Head is Operating Core, a group of workers. <br />
? Head of Governmental Institution Building Bureau is <br />
Technostructure consisting of analysts responsible to the <br />
standardization. <br />
? Head of Program and Evaluation Arrangement Bureau ; Head of Financial Bureau and Head of Public Administration Bureau as well as the group of functional position if available/required being The Support Staff providing an indirectly service support. <p align=\"justify\"> <br />
<br />
For the sake of the fluency of organizational restructurization implementing process, so it is necessarily prepared as good as possible so that not disturbing the working activities and the organizational stability can be constantly kept. <br />
