Summary: | <b>Abstract :</b><p align=\"justify\">The rapid expansion of shrimp farming in Mahakam Delta Ecosystem has raised much concern related to its potential negative environmental and social impacts to local communities that eventually would threaten the existence of the industry itself. This research aims to explore problems related to the development of shrimp farming, to understand the net benefit of shrimp farming development by taking into account all the costs and benefits stem from potential environmental and social impacts, and to formulate supporting policy instruments for sustainable shrimp farming. <br />
<p align=\"justify\">The policy analysis in this research is conducted by using Starling\'s policy analysis framework (1988) which encompasses phases of problem definition, policy formulation, implementation and adoption. The net benefit is counted with the Extended Social Cost Benefit Analysis (ESCBA) while the policy instruments formulation are based on Borda Method. <br />
<p align=\"justify\">The main problems related to the shrimp farming development are uncontrollable mangrove conversion and the environmentally irresponsible shrimp farming practice. The shrimp farming development strategy without farms expansion using shrimp-milkfish polyculture system accompanied by encouragement of nypa usage activities is the most risk-minimal alternative and yields incremental net benefit of Rp 192.9 million/ha/year. The most appropriate policy instruments are Zoning and User\'s Agreement. <br />
<p align=\"justify\">This research recommends the implementation of shrimp farming development without farms expansion using shrimp-milkfish polyculture system in conjunction with enhanced nypa usage activities that in the long term is directed toward shrimp farm replanting efforts as in the silvofishery system, which yields higher economic value. In this light, Zoning and User\'s Agreement instruments are used to support the strategy implementation. |
