Summary:Based on BPPSPAM’s report on 2018 in their website, PDAM Tirta Wening Bandung City can be categorized as “Healthy”. Service coverage area keeps increasing and reaches 76.82% with the growth at 3.81% (BPPSPAM, 2019). But if we focus on the amount of water losses, it reaches 45.69%. One of the water source in PDAM Tirta Wening Bandung City South Region is Cibeureum WTP. It serves 4.466 customers and are divided into 5 alternate service. The water balance conducted shows 52.6% NRW number, with 3.99% are the non-physical (commercial) losses and 48.15% are the physical losses. Moreover, the ILI index shows 21.76 which indicates that the physical losses are more than 400 liter/connection/day. These water losses lead to Rp5,060,568,841.20 every year as PDAM’s financial loss. Furthermore, the writer conducted existing condition simulation and results in inaccessibility of velocity and pressure compared to the quality standard. Consequently, there have to be some technical and non-technical handling strategies to overcome those problems. Technical hadling strategies are conducted based on the type of water losses. Physical water losses are handled by DMA concept approach and component addings and replacements, while non- physical water losses are handled in term of water stealing, water meter and field officer’s competency matters. Meanwhile, non-technical handling strategies are carried out through doing planning with PDCA cycle and optimizing Quadruples Helix. All the strategies are followed by economic and financial analysis—with NPV > 0, BCR > 1, programs are economically feasible with PBP in 4 years and 11 months.
